1998 "Torture in the United States"

In 1998 the ICOMW joined a working group of non-governmental organizations meeting in Washington, D.C. to draw up its own report on the status of United States Government compliance with its responsibilities under the International Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT), in the absence of a report required from the Department of State.

It was one of our proudest moments when the editor of the report agreed with us that since unconsented human experiments are mentioned as a subset of torture in Article 7 of the International Covenant on Civil and Political Rights, and since unconsented human experiments sponsored by any government could be considered punishment per se, he would include a chapter on involuntary human scientific experimentation in our working group's final report on torture in the United States. And a brilliantly written chapter it turned out to be.
